To come to our rescue in these moments of merriment, in addition to traditional transport services, you can find numerous electric scooters on the roadside that can be rented through a simple app. Before riding these agile vehicles, it is essential to know the rules of the game. Here, at Hotel Morfeo, we want you to have fun in total safety, explaining in a simple and exact manner what can be done and what is best avoided if you don’t want to incur an unpleasant mishap (bad penalty 😉).

The Bases: What the Rules Say

Let’s examine the rules point by point: the rules:

Minimum age

The minimum age for riding an electric scooter is 14y. The penalty for contravening this rule can vary between 100 and 400 euros!

The Helmet

Wearing an approved helmet is a must, regardless of age. I already know you are thinking, and yes, the bike helmet is fine, but it is important to check that it meets the European safety standards UNI EN 1078 or UNI EN 1080, which you can find indicated on the helmet labels. If you are caught without one, you could receive a fine of between 100 and 400 euros.

Insurance and number plate

Every scooter, including those for sharing, must be insured and have a number plate. For rentals, the good news is that insurance is generally included in the rental price.

Technical characteristics

The scooter must have front and rear lights, turn signals, brakes on both wheels and a bell – all this to ensure a safe and easy ride for everyone, even those not on the scooter.

Speed

The maximum speed limit allowed with an electric scooter is 20 km/h on roads and 6 km/h in pedestrian areas. Caution! Going over the permitted limits on roads or in pedestrian areas is severely punished with a fine of 50 to 200 euros.

Reflective jacket

Half an hour after sunset, when darkness has fallen over the city, or in conditions of poor visibility such as fog or rain (we strongly advise against riding in a thunderstorm due to the tiny size of the wheels and the gigantic size of the wet falls), it is mandatory to wear a reflective jacket to allow those around you to notice us more. If you are not wearing one, it is strongly recommended that you leave your vehicle, as being stopped without one could cost you a fine of between 50 and 200 euros.

Rentals and Penalties: What to do and what NOT to do

  • Use a helmet: It seems obvious, but wearing an approved helmet is crucial for your safety.
  • Park in the right places: Respect the designated parking areas. It is a simple gesture that helps everyone keep order in the city.
  • Respect speed limits: For your own safety and that of all, it is important to follow the speed limit signs, in any case, we are in Italy; therefore, we rely on your common sense 😉.
  • Wear a reflective vest when needed: As with speed limits, being equipped with a reflective vest in low visibility conditions could avoid unpleasant road adventures, either physical or with the cop.

What NOT to do

  • Do not transport passengers or carry large loads: the scooter is not a taxi or a shopping trolley, it is important to observe the rules on transporting heavy materials or passengers. If you are caught doing the leg with the electric scooter, from the station to your hotel, all loaded with suitcases, you could get a fine of between 50 and 250 euros.
  • Don’t modify the vehicle: No customisation is allowed, you won’t see scooters with gaudy liveries and aerodynamic wings, the only modifications allowed are lights, brakes or other safety devices along with a phone holder in case you want to consult maps. In the event of a fine, this can be the heaviest fine you can get, but renters need not worry too much about that; in any case, those who break this rule risk having to pay a fine of between 200 and 800 euros!
  • Avoid improper parking: Remember never to park in non-designated areas, city order could be compromised, and then let’s face it: we all hate it when we walk on a narrow pavement and have the street blocked by a scooter parked in the middle of the pavement. Those who park in areas that disturb public order can incur a fine ranging from 41€ to 168€.
  • Don’t do the crazy runs: Driving recklessly, zigzagging, swerving or creating havoc among passers-by can not only endanger you, but also others, and could cost you a fine of between 100€ and 400€ or more, in the case of technical violations up to 800€!

The Practical Side of Sharing Scooters

When it comes to renting a scooter, the sharing companies have thought of everything: third-party liability insurance is already included in the rental price. The only “commitment” required is to follow the rules of use we have just mentioned: always wear a helmet and appropriate safety equipment, park correctly and drive carefully. A small effort to avoid surprises on the bill – and to maintain the peace of mind of those around us.
